C-Train
The Center for Rural Development offers the, called
C-Train program
designed to train the region's labor force in current and next-generation information technologies and essential
skills. Priorities include developing a better trained workforce in new technology, creating jobs, expanding the
availability of better paying jobs, reducing out-migration of skilled workers, and attracting high-technology
employers and jobs to the region.
Companies may request training grants when a designated number of jobs are being created within the region or when the
technical capabilities of their workers will be upgraded to encourage future job creation. Grants may be awarded
for each employee receiving training or for training costs, up to the grant ceiling for each firm.
Six types of grants are available: Training Salary Incentives, Custom Training, Training Reimbursement, Salary Reimbursement,
Educator/Trainer Tuition, and In-House Technology Training.

Bluegrass State Skills Corporation
The BSSC provides grants for customized skills training of workers for new, expanding, and
existing businesses and industries in Kentucky. Matching grants are awarded for portions of
an employer’s eligible costs for training Kentucky residents in job skills ranging from entry
level to advanced, including retraining, occupational upgrading, and skills upgrading of existing
employees. The BSSC works with other employment and job training resources, and financial
incentive agencies to design a training program customized to meet the specific needs of a
company. Approved training can be provided by an educational institution, training consultants,
or by the company’s own trainers. BSSC funds can be used for curriculum development, instructor
fees, instructional materials, and the purchase of training equipment (under capacity building
programs).
Eligible BSSC firms are separated into three categories: manufacturing, non-manufacturing and public or non-profit hospitals.
Non-manufacturing firms are those that are considered to have an "economic development impact", meaning that a majority of the
firm's income for services provided or items distributed are generated from outside of Kentucky.
